Although the concept and ideas have been discussed before, even as far back as Adam Smith, from socialist thinkers like Louis Wirth in 1937 and in considerations of optimal values of public expenditure discussed by Samuelson and Musgrave and further developed by Tiebout (1954) smallism is a practical explanation on how to achieve true direct democracy but starting with the individual and working upwards.
